This study was commissioned by the Asia-Europe Foundation (ASEF) from On-the-Move.org, and carried out by Judith Staines. The objective is to enhance the visibility of existing Asia-Europe Meeting (ASEM) governmental policy measures that support cultural cooperation between Asia and Europe.
More than 150 agreements on cultural cooperation and some 20 executive programmes are detailed in this report. The agreements provide the policy framework for cultural cooperation and exchange, sometimes reinforced by specific joint implementation programmes and budgets.
