On the successful outcome of the organisation of festivals and events in Romania

Most of the Romanian independent artistic organisations have found as a good solution for both visibility and financial strengthening the organisation of festivals and events. However, the multitasking reality of this kind of events, as well as the weak logistical infrastructure of these NGOs rendered the events very difficult to be organised, management wise. Despite their successful outcome over the years, it is extremely rare that public authorities naturally try to offer the extra support needed for these events in order to help things work better and complement the lack of infrastructure that NGOs are victims of. Why is this so?

This seems a rather rhetorical question, but even so, I think there are some causes.

First, there is not such a thing as tradition in the support for culture at the local level. It's something the local authorities are learning. They have been used with the idea that "the guys from Bucharest" should do it.

Then, since the decentralisation has been a "two steps forward, three backwards" process, there is not a real understanding of what culture can do for local development. Culture at local level is still perceived as something that sucks money without any benefits.

Finally, little is known at the local level about the economics of culture. There are hardly any courses/traineeships on the subject. With the lack of professional cultural managers, it's rather hard.
