The independent cultural sector in Bulgaria: maturity or extinction?

During the transition period /assumably till the EU accession/ a certain amount of funding existed and different international donors supported artistic practices and projects initiated by cultural NGOs.
Has the independent sector reached a certain level of sustainability and if so, what are the particular measures that secure its existence and development?
