The development capacities of the public cultural institutions in Romania

Public cultural organisations in Romania are weaker and weaker in their development capacities and they cannot compete with the flexible, international practices of the independent and very active artistic NGOs. What could be the best way to engender more pro-active collaboration between the practices of the independent cultural sector and the Romanian cultural public institutions?
