La culture au coeur - Contribution au débat sur la culture et le développement en Europe

In from the Margins. A Contribution to the Debate on Culture and Development in Europe

"In From the Margins" is the European contribution to the UNESCO World Commission on Culture and Development and its report "Our Creative Diversity". The main chapter headings are: Europe in Transition; The Geopolitics of Culture; Economics and Management of the Digital Revolution; Lifestyles, Liberties and the Renewal of Civil Society; Cultural Transformations; The Future of European Culture; The Transmission of Cultural Impacts into Overall Development; Conclusions/Recommendations. With regard to cultural cooperation, it examines the historical development of Europe as an economic, political and cultural space and tendences towards the creation of "Fortress Europe" preventing the internationalisation of the arts, the mobility of artists and the circulation of their works and ideas. It observes that the dynamics of international cultural cooperation are undergoing fundamental change from being government sponsored and controlled from above to horizontal exchanges directly between artists, producers, arts organisations or cities. Main changes are taking place in the fields of theatre and dance with a mushrooming of coproductions, training and research opportunities. While networking among individuals and groups has not yet been fully recognised by governments, they are crucial for the exchange of information and artistic practices across borders and cultures. Multi-year funding is required to facilitate more permanent forms of cultural cooperation and partnerships from all corners of Europe.
