
How can Europe better coordinate its foreign cultural policy? This is one of the main questions addressed in this article. The author argues that while national cultural insitutes are capable of promoting a European agenda, their main goal is to promote the "corporate identity" and the culture programmes of those countries they represent abroad. There is little, if any, multilateral cooperation among national cultural institutes whether in Europe or in third countries; an essential factor in building a common foreign cultural policy. He argues that a complete dissolution of bilateral agreements in favour of a single Europe agreement would not necessarily be useful. He proposes cooperation between the European Union and the Council of Europe through joint foreign culture initiatives and activities. His article concludes with a proposal for the creation of a European arms-length structure.
