Commissioned by the European Cultural Foundation, this paper was published for the German EU Presidency’s Kultur macht Europa meeting in June 2007. The authors drew upon interviews with high-level interlocutors from both the political and operational EU levels. The paper focuses on the continuing misunderstandings and disappointments resulting from poor definition of terms in respect to ‘culture’ and failure to face up to what EU Article 151 actually says and means about culture.
