Les agences culturelles nationales visent habituellement les promotions ou les intérêts nationaux. Lorsqu'il s'agit d'agir à l'étranger, elles bénéficient généralement du soutien de leur ministère des affaires étrangères. Certaines agences transnationales, néanmoins, s'engagent dans des processus de coopération bilatérale et multilatérale (par exemple, la Fondation Asie-Europe (ASEF) et le Visegrad Fund).
