
The Conclusions from the World Congress on the Status of the Artist held in Paris, June 1997, reiterated some of the basic concerns expressed in the 1980 Recommendation on the Status of the Artist which was passed at UNESCO's General Conference in Belgrade. That Recommendation produced "an overall definition of the artist and specified the conditions in which artists can exist as creative workers". However, very few countries had since translated these recommendations into national, regional or local laws or had adjusted their cultural policy, social and taxation frameworks. As a main alternative to state action, the conclusions propose new initiatives on the part of the artists themselves to "become involved in the design and implementation of national cultural policies, in order to monitor changes in their own status".
