
This report, undertaken by the Observatory of Cultural Activities (OAC), provides information on the participation of cultural operators in the EU Culture 2000 programme during the years 2000-2002. One of the main tasks of the report is to identify reasons for the low participation of Portuguese cultural operators in this programme. Based on the results of a survey and face-to-face interviews, the report lists the main difficulties facing Portuguese cultural operators when applying to the Culture 2000 programme including a lack of knowledge about application procedures, low motivation to apply, etc. It also includes recommendations made by the cultural operators themselves to help improve the situation.
