Les fondations à travers l'Europe diffèrent largement au niveau de leurs objectifs, leurs procédures et leur structure juridique. Certaines sont uniquement opérationnelles (elles développent leurs propres programmes et recherchent le financement qui correspond à leurs activités), tandis que d'autres octroient des subventions aux particuliers, organisations ou projets.
Certaines fondations de subvention trouvent leur raison d'être principalement dans la culture, d'autres possèdent des politiques plus largement définies dans divers domaines, comme l'enseignement et la recherche.
