Drawing in part on research the author conducted for an Interarts and EFAH project, the article indicates how factors such as political developments, EU enlargement, financial constraints and changes in transnational cultural practices have led governments and national cultural institutes to re-orientate their policies toward cultural cooperation. Particular focus is placed on "cultural cooperation in transition" and how this is changing policies and instruments of cultural diplomacy.
