Towards a European cultural policy development - what is the basis of Bulgaria's potential contribution to the process?

It is not surprising that one of the main problems of the cultural-political situation in Bulgaria happens to be the interaction between the state, the local governments and the idependent cultural sector. Thinking about cultural development in general it wold be interesting to track what models of cooperation and involvement exist between public institutions and the civic sector in Bulgaria and what are the premises, obstacles and opportunities for collaboration.
Are the existing patterns of communication and involvement in policy-making in Bulgaria a sound ground for engagement in the long term process of development of a European cultural policy? If yes, who is to take part? Who are the main players and stakeholders?
