Otherwise known as the “Ruffolo Report”, this European Parliament report provided the basis for its Resolution on Cultural Co-operation in the European Union (2000/2323 (INI)). Among the recommendations was to set up a European Observatory to monitor cultural co-operation, with the aim of promoting the exchange of information and co-ordination between the cultural policies of the Member States and European Union cultural policy.It raises questions regarding the implementation of the cultural articles of the Treaty of Amsterdam, the coordination of the Culture 2000 programme and the low level of EU funding for cultural cooperation.
