Las agencias nacionales e intergubernamentales suelen centrarse en la promoción nacional. Cuando se trata de actividades en el extranjero, normalmente reciben apoyo de los Ministerios de Asuntos Exteriores. Algunas agencias invierten en procesos de cooperación bilateral y multilateral (por ejemplo, la Asia–Europe Foundation y el Internation Visegrad Fund). Normalmente están vinculadas de forma directa o indirecta a los Ministerios de Asuntos Exteriores nacionales.
