
The Report reflects on the presentations of a seminar held during the Swedish EU Presidency in 2001 on conditions for creative artists in Europe. Creative artists are defined in the narrow sense and therefore the report does not refer to performers.
The following issues are addressed: 1. The reality of working conditions for artists and what could be the ideal; 2. The situation of creative artists, market developments and state policies; 3. Legal policy frameworks for artists; 4. An overview of the rules and principles pertaining cultural policy in the EU and the meaning of the general principle of subsidiarity in the field of cultural policy; 5. Concluding reflections on how to support European artists.
