Las relaciones culturales internacionales: el marco institucional en España

International Cultural Relations: Institutional Framework in Spain

The document provides a description of the current framework of international cultural cooperation in Spain, focusing particularly on public bodies on the national level. The aims and activities of relevant structures within or under the umbrella of the Ministry of Foreign Affairs and the Ministry of Culture are thoroughly presented, whereas relevant bodies within other ministries, local and regional authorities and the participation of cultural organisations in international networks are also covered, albeit more briefly. Trends relevant to European cultural cooperation include the scarce involvement of Spanish cultural organisations in European cultural networks and the strong role played by central government in foreign cultural policy as opposed to internal cultural policy, although recent years have witnessed an increased role of local and regional authorities in carrying out cultural activities abroad. The document was produced in the framework of the task force set up by Real Instituto Elcano to examine the present state and future perspectives of international cultural relations in Spain.
