
This paper seeks to highlight the opportunities that the ECOC programme presents in terms of acting as a motivator for European cities in helping to manage cultural tourism and its subsequent impacts.
The issues central to success in the programme are also central to achieving urban destination competitiveness: that is, the planning and development of cultural tourism; the creation and promotion of local cultural resources; and the existence of effective governance and management structures. In particular, the role of the bidding process, which requires a multi-agency, multi-disciplinary and long-term approach, is a means of successfully integrating the planning and management of cultural tourism within a city’s socio-economic, planning, and governance structures.
