Contributes to cooperation between candidate cities to the European Capital of Culture and creates an independent forum of opinion.
It was constituted in Spain in 2008 by belief that the programme has become a cultural and social phenomenon affecting not only the selected cities but also the candidates. It supports and promotes the development of comon cultural activities between members and candidate cities with a view to promote de dissemination of culture in Europe.
