This is a preliminary work for a proposed feasibility study for a European foreign cultural policy. For the follow up, see Research in Focus: "A Cultural Component as an Integral Part of the EU’s Foreign Policy?".
It draws on the empirical knowledge and practical experience that the two authors have gained during their years of experience at Goethe Institute in German foreign cultural policy in and outside Europe.
