Launched in 2006, this fund is a joint initiative of the European Cultural Foundation (ECF), Hivos and the Open Society Institute that supports cross-border cultural projects of NGOs from the Western Balkan region. It promotes the creation of artistic works, media projects or cultural policy development, as well as the capacity building of cultural organisations or international collaboration of arts managers.
