The report on the Forum “European Thematic Networks”, Bucharest, 21-22 October 2005 was organised by the Centre for European Cultural Programmes. During the Forum, CCECP proposed the creation of an "Initiative for Partnership Development in Culture", with the purpose to develop cultural partnerships at regional, inter-regional and trans-national levels. The expected results of this initiative were the creation of regional strategies that take into account the social and economic significance of culture. It is also sought to prepare the Romanian cultural sector to access EU structural funds following membership, especially in the field of cross-border cooperation. Following the model of Budapest Observatory and other similar structures, CCEPC proposed the establishment of a Regional Observatory for cultural networks, a mechanism for monitoring and a laboratory for regional cultural cooperation. PACT Observatory (Present-Analyze-Compare-Transmit) was subsequently created to develop and disseminate case studies and best practice models regarding cultural projects realised in partnership at regional, inter-regional and trans-national levels in South Eastern Europe. One of the projects in development, "L’Itinéraire de la culture hassidique", deals with the Jewish heritage of the Region.
