Vacancy: Policy Officer
The European Cultural Foundation (ECF) is an independent organisation supporting transnational cultural cooperation across wider Europe and advocating strong cultural policies for Europe.
The ECF has an opening for a Policy Officer to join the Cultural Policy Development Team of highly motivated individuals with expertise in launching reflection processes, advocacy, strategic partnership building, and capacity-development.
We are seeking a Policy Officer to contribute to the foundation’s cultural policy development and advocacy work. This includes analytical reflection and monitoring of policy processes, initiation of public debate on topical European cultural policy issues, and actions in cooperation with partners such as intergovernmental institutions, foundations, networks and civil society actors.
Our aim is to facilitate informed cultural policy making for Europe through continued interaction between the culture sector and the policy field. In partnership with others, we are working to bring culture higher on the European agenda, and to contribute to a bold cultural diversity strategy for Europe.
We are strongly committed to the notion of wider Europe and actively support projects and cooperation in and with the EU’s neighbourhood to the south east, east, and south.
Key Duties & Responsibilities
• Gather and analyse cultural policy intelligence (mostly on European and national level)
• Research, monitor, and report on cultural policy trends and initiatives
• Write short executive summaries, mid-length briefings, and full-length analyses of a range of policy initiatives
• Contribute to the foundation’s policy reflection and strategy development in terms of advocacy actions within the EU and with respect to cooperation with its neighbourhood
• Support the Head of Department also in overall communication, organisation and administration tasks
• Develop effective working relationships with partners and other stakeholders within the cultural sector but also other policy areas that are relevant to cultural policy
Qualifications & Requirements
• University degree in a relevant field, preferably with a cultural policy/management or political science background, and minimum 4 years prior work experience
• Good understanding of European institutional and policy-forming processes
• Interest in cultural trends and developments, especially in Eastern Europe, ideally obtained through practical project work
• Strong combination of intellectual (analytical and synthetic), writing and communications skills
• Excellence in English and French. Russian an asset
• Understanding of, and commitment to processes of civil-society-based cultural development as well as intercultural sensitivity
Employment & Compensation
The successful candidate will be offered a full-time position within the ECF’s Cultural Policy Development Department.
Salary range: between Euro 2,800-3,400 (gross/month).
Employment with the ECF will commence in September 2008.
